The Register Of Copyrights Launches A Review Of The MLC And DLC

WASHINGTON D.C. (CelebrityAccess) — The Register of Copyrights has launched its mandated periodic review of the designations of the Mechanical Licensing Collective (The MLC) and the Digital Licensee Coordinator (DLC).

Created by the Music Modernization Act (MMA) of 2018 to administer the newly created compulsory blanket mechanical license for music streamers and digital download platforms in the U.S., the Mechanical Licensing Collective oversees the collection of royalties on behalf of copyright holders from digital platforms.

The Digital Licensee Coordinator, which was also created by the MMA, represents the digital streaming and download platforms in matters related to the administration of the blanket license.

The review, to be undertaken by the Register of Copyrights, will determine if the MLC and DLC are still in compliance with all of the criteria required to qualify for the designation under the terms of the MMA.

The Register allows The MLC and DLC to file a submission supporting their ongoing designations by April 1, 2024.

Additionally, the public is invited to comment on the matter as well, with comments accepted until June 28, 2024. The MLC and DLC will have the ability to file replies to the comments by July 28, 2024.
