\u201cPiracy is a global problem and can only be addressed when multinational corporations are willing to put their weight behind efforts to combat it,\u201d said\u00a0Amanda Solloway<\/strong>, Minister for Intellectual Property. \u201cI\u2019m pleased that\u00a0Facebook\u00a0<\/strong>and\u00a0YouTube<\/strong>, with the support of the IPO, have been able to agree new voluntary measures that will see more of our great British content safeguarded.\u201d<\/p>\n

Measures agreed by stakeholders include:<\/p>\n

> Facebook and YouTube have introduced \u201cnew policies designed to help prevent users from abusing their platforms by instructing others how to commit IP infringements\u201d (\u2018Piracy Tutorial videos\u2019).<\/p>\n

> Facebook has introduced \u201cproactive new policies and procedures to prevent links to \u2018rogue piracy sites\u2019 appearing on the platform.\u201d<\/p>\n

> YouTube has agreed to \u201ca significant increase in API allowances\u201d to enable\u00a0rights holders to scale their IP enforcement activities and \u201cmore quickly remove infringing links at scale, based on proof of need.\u201d\u00a0Facebook is in the process of beta-testing a similar API.<\/p>\n

Limit the distribution of infringing works<\/strong><\/p>\n

> Creative rights owners have \u201cshared with Facebook and YouTube areas where their content recognition systems (respectively, \u2018Rights Manager\u2019 and \u2018Content ID\u2019), could be further improved\u201d so as to prevent circumventions. The platforms have also committed to an ongoing process to \u201cmaximize\u201d the effectiveness of these tools.<\/p>\n

> The platforms shared information about their policies to identify and combat Repeat Infringement, and to help to prevent repeat infringers continuing to abuse their services. Facebook also implemented additional improvements to these processes requested by creative rights owners.<\/p>\n

> To limit the distribution of infringing content, Facebook \u201cprevented additional auto-completed searches that include key terms often associated with piracy,\u201d based on input from creative rights holders.<\/p>\n

Developing new policies<\/strong><\/p>\n

The stakeholders acknowledged that these improvements \u201care part of a voluntary process, founded on cooperation and a shared purpose of reducing IP infringement online.\u201d They have also agreed that these roundtables and bilateral meetings should continue on a regular, bi-lateral basis, and they are also considering\u00a0broadening the roundtables to include other social media networks.<\/p>\n

The stakeholders participating in this roundtable included the\u00a0Publishers Association<\/strong>,\u00a0English Premier League<\/strong>, UK record labels association the\u00a0BPI\u00a0<\/strong>and its international counterpart\u00a0IFPI<\/strong>, the\u00a0Motion Picture Association\u00a0<\/strong>(MPA),\u00a0Sky<\/strong>,\u00a0Professional Publishers Association\u00a0<\/strong>(PPA), interactive entertainment trade body trade\u00a0UKIE<\/strong>,\u00a0ACID\u00a0<\/strong>representing lone and SME designers (collectively, \u201ccreative rights owners\u201d), and social media platforms\u00a0Facebook<\/strong>,\u00a0Twitter\u00a0<\/strong>and\u00a0YouTube<\/strong>.<\/p>\n

Nicola Mendelsohn<\/strong>, VP EMEA at Facebook praised \u201cthe earnest and solution-oriented manner in which the creative rights holders approached the roundtable discussions\u201d and said the process helped\u00a0\u201ceducating stakeholders on Facebook\u2019s systems to address piracy and for developing new policies that meet all stakeholders\u2019 needs.\u201d<\/p>\n

A staging post<\/strong><\/p>\n

Dan Chalmers<\/strong>, Director of YouTube Music for EMEA, said the discussions were aligned with YouTube\u2019s strategy to develop\u00a0programmes, policies and technology to fight online piracy. He added, \u201cIt is important that we collaborate closely with\u00a0rights holders and experts like the IPO to ensure that our approach and investment are as effective as possible.\u201d<\/p>\n

For\u00a0Geoff\u00a0Taylor<\/strong>, Chief Executive of record labels\u2019 trade body the BPI & BRIT Awards, who leads the IP group of the\u00a0Creative Industries Council\u00a0<\/strong>and chaired the roundtable discussions, there remains \u201cmuch work to do to reduce online infringement, which continues to hinder the growth of the UK\u2019s world-beating creative industries.\u201d<\/p>\n

He thanked Facebook and YouTube \u201cfor their positive engagement and their efforts\u201d to address many of the issues brought forward in the Roundtable. \u201cToday\u2019s announcement represents a staging post, rather than the conclusion of that process,\u201d he said.<\/p>\n
