Donald Tarlton, Canada's former premier concert promoter, received one of his country's highest honors – he was made a member of the Order of Canada on Feb. 28. Today, Tarlton, operates the DKD Group of Labels and recently entered the publishing business with Australian manager John Woodruff. Together, they are launching Canadian Music Network, an industry trade.
